Wholesale buyers should choose PVC safety rain boots by working backwards from the destination market, workplace hazards and customer channel. The right order is not simply the lowest-cost boot with a steel toe. It is a model whose construction, protection category, size range, documents, branding and quality plan all match the intended sale.
For Litai products, certification evidence is model-specific. Buyers should request the exact LT model and document package rather than assume that every catalogue style has CE, UKCA or Australian StandardsMark evidence.
A Seven-Point Buying Framework
| Decision area | What to define before quotation | Why it matters |
|---|---|---|
| Destination | EU/EEA, Great Britain, Australia, New Zealand or another market | Marking and document routes differ by market |
| Application | Agriculture, food processing, construction, sanitation, fishing or general wet work | The hazard assessment determines protection needs |
| Protection category | OB, O4, S4, S5 and any additional property symbols | Avoids over- or under-specifying the product |
| Construction | Toe cap, penetration insert, PVC formulation, outsole and boot height | Changes protection, weight, flexibility and use case |
| Commercial range | Sizes, colours, packaging and private label | Determines SKU count and channel fit |
| Evidence | Certificate, declaration, licence schedule and test reports | Makes claims traceable to the quoted model |
| Quality plan | Approved sample, inspection points and defect criteria | Protects consistency across production and shipment |
1. Start with the Workplace Risk
Ask what can injure the wearer. Common questions include:
- Is there a toe-impact or compression risk?
- Can nails, scrap metal or other sharp objects penetrate from below?
- What floor surface and contaminants are present?
- Are oils, fuels, fats, cleaning agents, acids or alkalis involved?
- Is the boot worn for a short washdown task or a full shift?
- Are cold, heat, calf width or frequent kneeling important?
A tall PVC boot is not automatically safety footwear. If safety toe protection is required, evaluate EN ISO 20345 categories such as S4 or S5. If it is not required, EN ISO 20347 occupational categories such as O4 or OB may be more appropriate.
2. Choose the Protection Category
S4 and S5 are safety-footwear categories. S5 adds penetration resistance to the S4 package. O4 and OB are occupational-footwear categories without the EN ISO 20345 safety toe-cap requirement.
Additional properties must be checked separately. Some Litai certificates include FO or SR, while older Australian schedules may show SRA or SRC. Do not assume that an S4, S5 or O4 label automatically includes every optional property.
The standard edition also matters. Ask the supplier to quote the complete marking exactly as it appears on the model document.
3. Match the Compliance Route to the Market
European Union / EEA
Check the applicable PPE route under Regulation (EU) 2016/425, the model-specific EU type-examination evidence, CE marking and EU Declaration of Conformity. The supplied Litai evidence includes selected LT-series models under EN ISO 20345 and EN ISO 20347.
Great Britain
Current UK guidance recognises CE alongside UKCA for many regulated products, including PPE. Ask whether the quoted model will use the recognised CE route or a UKCA route, and check the corresponding documents. Do not treat Northern Ireland as the same market.
Australia
Where the buyer or contract requests AS 2210 StandardsMark evidence, match the model and category to the current licence schedule. Litai’s supplied StandardsMark Licence SMK41505 lists selected LT-102-21, LT-102, LT-601 and LT-701 model families only.
New Zealand
Confirm the applicable AS/NZS standard and local contract separately. The supplied Australian licence should not be presented as automatic New Zealand coverage.
4. Verify Product Evidence Before Using Claims
Tianjin Litai Shoes Science and Technology Co., Ltd. is the certificate holder, manufacturer or applicant named on the supplied product evidence. Tianjin Dexinyuan Safety Technology Co., Ltd. is its subsidiary. DR and DF are Dexinyuan product codes; LT codes are Litai product codes.
Until an approved DR/DF-to-LT cross-reference is available, do not attach an LT certificate to a visually similar DR or DF model. For every certified quotation, request:
- exact model code;
- certificate or licence number;
- standard edition and category;
- covered size range;
- issue and expiry dates;
- current certificate status;
- applicable declaration and marking artwork.
5. Treat Chemical Claims as Report-Specific
PVC is selected for wet work, but “chemical resistant” and “REACH compliant” are not universal product claims.
The supplied evidence includes a black PVC rain-boot sample tested under EN 13832-2:2018 against ammonia solution, acetic acid and sodium hydroxide, with pass conclusions for degradation performance. The report does not print a catalogue model number, so the result cannot be attached to a named boot.
The supplied SVHC reports also cover specific samples and dates. One 2023 LT-601 report recorded lead above 0.1% w/w, while later separately submitted component samples reported lead below their detection limit. Buyers should therefore request current, model- or batch-relevant material evidence and review the exact report scope.
6. Build a Saleable Wholesale Range
A distributor normally needs fewer, clearer SKUs than a factory catalogue. A practical first range might separate:
- occupational wet-work boots;
- S4 safety-toe boots;
- S5 toe-and-penetration-protection boots;
- specialist boots supported by specific slip, fuel-oil or chemical test evidence.
For each SKU, define sizes, colours, carton quantities, barcode requirements, language labels, logo position and replacement policy. Ask whether a colour, material or private-label change affects the approved type before using the original certificate.
7. Approve the Product and Quality Plan
Before a production order, approve a physical sample and a written specification. The specification should identify the model, material, hardness or weight controls where relevant, toe cap or insert, outsole, height, colour, logo, labels, packaging and test/document package.
Agree inspection points for appearance, dimensions, leakage, component placement, marking, packing and quantity. Certification does not replace shipment inspection; shipment inspection does not replace product conformity evidence.
What to Request from the Supplier
- Quotation tied to an exact model and complete protection marking.
- Model-specific certificate or StandardsMark schedule page.
- Applicable Declaration of Conformity.
- Current material or batch reports required by the destination.
- Product datasheet and size chart.
- Approved sample and signed specification.
- Private-label artwork approval and confirmation that modifications stay within document scope.
- Quality-control plan and pre-shipment inspection criteria.
- Commercial terms including quantity, production schedule, payment, packing and shipping basis.
Buyer FAQs
Is S5 always the best wholesale choice?
No. S5 is appropriate when penetration resistance is required. A heavier or more complex specification can reduce comfort or increase cost without adding value for a lower-risk application.
Can one certificate support every private-label version?
Not automatically. Check whether the proposed colour, material, construction and branding remain within the approved type and technical documentation.
Are all PVC boots resistant to acids, alkalis and oils?
No. Resistance depends on the formulation, chemical, concentration, temperature, contact time and test method. Request evidence for the exact exposure.
Can a buyer rely on a certificate PDF alone?
No. Match the model and category, review the declaration and markings, check status and expiry, and confirm production corresponds to the approved type.
What information produces the fastest accurate quotation?
Send the destination market, application, required category, sizes, quantity, colours, branding, packaging, delivery target and required documents.
Request a Model-Specific Wholesale Proposal
Share your destination market, workplace use, required safety class, size range, order quantity, colours and private-label requirements. Litai can then propose candidate configurations and the available evidence package for your team to verify before ordering.
